In 1996 Congress passed a law that made it extremely difficult for people who had illegally entered this country to ever obtain legal status. The law stated that people who remain unlawfully in the United States for 180 days or 365 days would be subject to a penalty whereby they would be ineligible to return to the United Sates for 3 years and 10 years, respectively.
